Malaysia’s national cybersecurity agency has entered into a formal partnership with the Chinese technology giant Huawei, locking in a wide-ranging agreement to collaborate on state-level cryptographic tools and the integration of artificial intelligence within defense networks.
The memorandum of understanding, signed at the Putrajaya International Conference Centre in the presence of Prime Minister Anwar Ibrahim, establishes an expansive framework between Huawei Technologies Malaysia and the National Cyber Security Agency. Under the agreement, the two entities will share intelligence, coordinate technical exchanges, conduct joint research, and build out training frameworks for native personnel. The initiative arrives as governments globally contend with complex security vulnerabilities, particularly as advanced artificial intelligence models show an increasing capability to scan for and exploit flaws in foundational software.
The transaction highlights Huawei’s deepening role as a key technology enabler for the Southeast Asian nation’s digital sovereignty and data policies. Lee Han Ther, Huawei Malaysia’s head of cybersecurity and privacy protection, noted that the rising scale and complexity of regional digital threats demand tighter integration between industrial leaders and state authorities to strengthen national resilience. The partnership plans to align local regulatory and tech systems with global defensive benchmarks while fostering the responsible application of artificial intelligence across the country’s public and private architecture.
The agreement is part of a steady, broader migration of Chinese industrial expertise into Malaysia’s core commercial infrastructure, moving far beyond early contracts for basic telecommunications hardware. Major Chinese vendors have established long-term infrastructure footprints across the country. Last year, the major domestic carrier U Mobile awarded contracts to both Huawei and ZTE to build out its next-generation 5G networks, dividing the heavy deployment across Western and Eastern Malaysia with an aggressive target to cover 90 percent of populated areas.
That foundational buildup is now being retrofitted with specialized intelligent capabilities. ZTE has simultaneously expanded its footprint with U Mobile by deploying an artificial intelligence-native core network solution. The architecture leverages predictive modeling, digital twins, and automated maintenance to systematically optimize traffic flows while deploying threat-detection protocols to protect the country’s critical 5G networks. Malaysian technology executives have emphasized that transitioning from legacy cloud-native frameworks to AI-native systems remains a central requirement to achieve the government’s broader national digitalization goals.
